With the development of globalization, and the world multi-polarization, the competition in national comprehensive forces and other strength is becoming fiercer and fiercer. Knowledge innovation has become the core element of national competitive power. In order to promote a better economic society and realize the great rejuvenation of the Chinese nation, science and technology, talents and education all play a vital role. The basic task of the university is the cultivation of talents, and shoulder the responsibility of talents strategic implementation. To improve education quality continuously is the lifeline of higher education.The middle-level management cadres in universities are in a special position. As we all know that, the middle-level management cadres are leaders, but at the same time they are led by others. Because of this dual identities, they are the bridge and the link between superior leadership and staff at a lower level. After the reform of the wage system and performance evaluation in the public institution, the assessment of middle-level cadre’s has also been influenced. At present, the policies has not been issued, various universities are now in the dark ahead. Whether the perfonnance appraisal system make fit or not, will directly influence enthusiasm and creativity of the middle management cadres and also affects the personnel training quality.Therefore, the study of university middle-level cadres management performance assessment is very indespensable.In the course of researching on the performance assessment of the middle-level cadres management, this paper maintains the five performance indexes of "virtue, ability, participation, incorruption and achievement" and add "learning" as a new assessment index to emphasize the importance of healthy growth of cadres and to construct the leading cadres evaluation system under the construction of The Scientific Development Concept with the aim of combining the evaluation on"obvious achievement" and "invisible achievement" together. The new index can promote cadres to set up correct concept of achievements and authority and serve the Party’s education career in scientific development. In the basic theory of performance assessment, it is mainly utilized the principles, including the balanced score card, the Delphi method, analytic hierarchy process and360degree evaluation method, which ensures the scientific nature of the performance evaluation indicator system. At the same time, the thesis points out the current direction to improve perfonnance assessment,discusses the development trend and forms a comparatively system of performance appraisal theory.
