China's supply and demand of higher education has two main contradictions: the first one lies in the people's growing demand for higher education and the limited supply accompanied social development; another lies in the supply and demand of higher education not meet to the modernization construction in the quantity, quality, structure, and so on. And the last one is dynamic, volatile and with long term. The reasons caused the two contradictions are not only the large population of employment disaccord with economic development capacity, but also the regional, self-interest and the pursuit with the choice to career for graduates on employment inconsistent with the demand for it. It involves not only if the size of higher education coordinated with the economic development, and whether the types, the levels and the professional structure of higher education are in line with the demand of economic, and it is also involves if the expects to employment meet to the requests of employers.Regional development of higher education has not balanced, and the imbalance is closely linked with the regional economic. There are a lot of colleges and good quality, good level to run schools, a very excellent competitive or characteristic subjects in the developed economic areas. These higher schools played a very important role in promoting the region's economic, politic, and so on. On the contrary, there are few in number, low level and not coming into a strong competitive or characteristic subjects in the underdeveloped regions, especially the China's central and the western regions. And the forms of teach unbefit to the regional economic. So it is not good at the promoting regional economic. Performance to things above in the education supply and demand: the one makes regional higher education can not meet to the local people's demand, graduates are keen on economically developed areas. These causes the loss of intellectuals; another is regional colleges in the subject structure, type and hiberarchy are unfitting the demand of regional economic. This resulted structural unemployment in a certain degree, caused a waste of intellectuals, and also profitless to promoting regional economic development.The article is study the balanced development of regional higher education. It based on the requests of supply and demand of higher education and the trait of region economic. The research is from the national macro-control mechanism, regional education support from development and learn from the developed Western countries experience, and so on.The study is divided into four parts: the first part is the foreword and summarize to the research history on the balanced development of regional higher education in country and abroad; the second part is mainly about the theory in article according to, and the definition of the concepts, including regional balanced of higher education and the mechanism of supply and demand of education; the third part is mainly the status quo and the main reasons. The status quo including the theoretical study and objectively actuality; the fourth part is propose measures to the regional balanced development of higher education.
