High-tech industries was emphasized as an important driving factor to upgrade industrial structure in the 10th Five-Year Plan.In the Eleventh Five-Year Plan ,enhancement of innovation capability is taken as the central link of industrial restructuring and growth mode shift ,and our tertiary(services) is taken as pillar industries in the society of knowledge economy. The two development plans has played a positive role in guiding our country's economic and social development .Both of the total GDP and economic growth of the Guangxi Zhuang Autonomous Region (Guangxi short text) have emerged as thriving scene under the ten years'western development policy. At the same time, higher education in Guangxi had a certain advancement as the development of economic and the enrollment policy. The higher education enrollment rate is 15%, which has been in the popular stage of higher education theory of Martin Trow. The features are as follow:â‘ the number of college students is increasing, which accounts for the increased proportion of the population. The students number per million of our country is growing from 25 in 2000 to 96 in 2008, which has nearly 5-time increase in 9 years.â‘¡the number of university increases from 13 to 20.â‘¢The funding recurrent revenue and financial growths in higher education budget of Guangxi is increased 4.14% compared with the previous year's total. In conclusion, higher education development has played an important role with talent structural improving and consumption stimulating in the local economic growth. We need good economic conditions as the basis of economic development in the cultivation of talents, and economic development also depends on the enhancement of quantity and quality of talent, they interact and influence with themselves.Higher education is most important stage as a part education ,compared with primary education,secondary education,which is the palace of profound knowledge selcetion,transferation and creation. as a professional education, higher education can be taken as professional or occupational. Therefore, higher important has played a more decisive role in peronal destiny in the knowledge economy.Based on depth research of the present condition of Guangxi's higher education, this paper proposes an assume that the development speed and scale structure of regional higher education and ecomoic are in a non-equilibrium tage, and takes the relevant statistical data of national economic development level and educational development level as a reference stanrdard, also describes the relationship between them with data accurately. The research shows that there exists a high positive correlation relationship between them when the p value obtained confidence interval region of 99% or 95%, whether based on the number of college students as independent variables, or per capita GDP of Guangxi as the independent variables by SPSS. According to the relevant authority of the regional education and economic balance, this paper also compares and analysis the layout structure of higher education, and provides scientific evaluation to the proposition hypothesis of the non-equilibrium stage of higher education and regional economic speed and scale structures. At last, this paper proposes some measures on how to amend and improve the relationship between the government, college and economy, in order to promote higher education and regional economy toward balanced development from non-balanced.
