The Financial System Research For Compulsory Education Region Balanced Development

In the transforming period of China, there are lots of social antinomies and unbalanced phenomena, so do the public enterprise sections, especially in education departments. Therefore, to alleviate and even to solve them is an important target in constructing the harmonious society. Along with the fast development of social economy, the compulsory education has made tremendous prograsses, but there are still some differences in the developments. At present, the differences which will get larger mainly exist in the unbalance of development in different districts between city and countryside. The largest obstacle to education balanc is the long-time shortage of finance devotion to the compulsory education. Short devotion,low efficiency,excessively depending on county finances,unclearness of finance responsibilities between provinces and central governments, and the shortage of regular system in public finance payments have all worsened the unbalance of compulsory education.If we can't find out effective resolutions, social progresses and compulsory education will certanly be badly influenced. From the point of finance ,we have tried to put forward some valid measures and suggestions to promote the well_ balanced development in districts of chinese compulsory education. The whole text is divided into four parts:Part1:Elaborate the basic attribute of the compulsory education and the basic theories of the supplying mode.Define the product attribute of the compulsory education with the theory of public product.Part 2:Compare the public finance in the compulsory education and clarify the relationship between them in different nations,to include some successful experiences and regulations.Analyze the relationship between public finance supplys and the compulsory education to provide some instructions to the balance of the compulsory education in china.Part3:Overview the condition of the public finance devotion to the compulsory education in china in history and at present.Analyse the main problem of current public finance input and the cause of unbalance in education.Find out the reasons causing the unbalance in the compulsory education.Part4: Put forward some suggestions from the point of finance to the equal development of compulsory education.Such as enlarging the public finance inputs to the compulsory education, dividing reasonably the rate of finances between governments,regulating the transfering system of public finance,and strengthening the input of finance to the poor areas...
