With the advance of the new-round curriculum reform, how to improve the teacher professional development through school-based teaching and research has been warmly discussed by a great number of theoretical researchers and teachers of elementary schools and middle schools. The teaching and research in school has a long history in our country, however, the existing bureaucrat framework and the operation mode of teaching and research organization cannot meet the increasing needs of teacher professional development. Therefore, the existing teaching and research organization structure needs to be reformed or reconstructed. Teacher community should be constructed in school-based teaching and research to stimulate teachers to share and create practical knowledge and to enhance the level of teacher professional development through the discussion and cooperation among teachers.The thesis first explores the situation of teaching research organization in school-based teaching and research, and points out its shortcomings. Then, it discusses the theories that support teacher community, summarizes the features, elements and development stages, and explains its value. Furthermore, borrowed from a learning organization framework, the thesis puts forward the flat organization framework, explains in details such contents as process of formation and supporting conditions of teacher community, and describes three operation modes of teacher community in school-based teaching and research with corresponding cases. Last, the thesis gives some suggestions to the construction of teacher community in school-based teaching and research in hope of providing reference to the teacher professional development in it.
