With the nourishing development of higer education,we have a higher and newer demand for the inner management of university.While university statutes are the chief content and the leading factor in the inner management of university.Making scientific and reasonable university statutes is beneficial for the legislaton of the management, for the attainment of self-mastering power, and for the stablishment and improvement of China's modern university system. In addition, it is helpful to improve the whole strength of Chinese univerties and make them the world's first-class universities.Firstly, through an in-depth analysis of the defination of the university statutes, this research gives its specific connotation and extension and clearly define the content of our university statutes. And I discuss in detail the role that the university statutes played in the course of development of the university. Then from the perspective of autonomy law, public law, private law and social contract , I try to explore its nature. Thirdly, I make careful analysis of the text of the formulated and published Chinese universities statutes. Exposing the status quo of the construction of the universities statutes, I want to find the existence of the problem in the formulation and implementation of the statutes of China's public college . Finally, in view of the the problems of building the university statutes, I propose suggestions on how to make scientific university statutes and how to put them into practice in order to construct and perfect university system.Nowadays , we have a long way to go because of the society transforms rapidly and higer education developes at a high speed.
