People regard the university defense education as:" material education" for a long time. So the function of defense education is neglected. People never realized that many university students who have good qualities, resist defense education. For instance: So weak are their defense view their hardship sense, their ideal faith, their self-control, their group spirit, their hardship endurance, and individual enjoyment. These quality weakness may have side effect to the defense education and have bad influence on the effect of education. To overcome this is an important function of university defense education.The research of the topic shows: Educational activities can be divided into three types: Construction, transformation , and mold. The construction activity is a kind of good activity which is also called: enhance activity; The transformation activity is another kind of activities which can strengthen the students quality so that the students can be changed from insufficient into perfection. It is the strengthened rigid education process which can turn negative into affirmative. The mold activity is a kind of instruction and soft pedagogical activity. The latter two activities are the concrete way of the first one. Soft method and strengthening way exist at the same time which form a complete educational system. The characteristic of the "making-up" function in university defense education is mainly determined by "the duality" of the defense education goal, "the unification" of the education request, the ideological nature and novelty of the education content, the neat identity of the education behavior and the difficulty in the education process. Adapting these characteristics and adopting the corresponding principle and the method way in the university defense education through strengthening "the transformation" is advantageous to display the "making-up" function of " Suit the instructions to the student's level." so as to make up the quality flaw of the college students.
