In recent years, the government has paid so much attention on the hardware and software resources of Educational Information, which has improved our educational information environment significantly. It has also made the cornerstone for China' s modernization of Education. However, some research shows quite difference in the using level on educational information in basic education schools, and there comes a large gap between actual input and the expectations. The research, "The level of development in compulsory education in rural areas of Beijing", in which the author involved directly in the second half of 2006, shows seriously idle and wasting were happening on information resources in some primary and secondary schools. It further shows that the using level on educational information of China needs improving. What has hampered the output effectiveness on basic educational information input in China, and what is the cause of the gap between investment objectives and the reality, and how to reveal, measure and overcome these gaps and problems objectively, impartially, have made the studies of performance evaluation on educational information significantly, no matter it is based on theoretical or practical.Drucker, the famous master in management, once said: "No measure, there' s no management". Referring to the problems upon, the author and his team are always trying their best to explore the Evaluation Theory and Method of educational information in recent years. After continuous learning, research and practice, we have worked out some performance evaluation theory and method in basic educational information, which has been improved and perfected gradually in practice. Some proposal from the research is working well in 10 pilot schools of Capital Normal University.In this paper the author summarized the theories and methods on performance evaluation of educational information, highlighting the theories, methods and mathematical models on using performance evaluation of school-based educational information. The author also makes network evaluation and intelligent management come true by programming. The article is divided into seven chapters. The first three chapters outlines the background, condition, content and process of the study; the forth and fifth chapter clarifies elaborately the evaluation theoretical approaches, indicators, the process of evaluation and measures of performance improvement. Chapter 6 overviews the principle and function of Network Evaluation System. Chapter 7 outlines the conclusion of the study and the prospects of future work.The core ideas, such as school-based performance evaluation on educational information, highlighting the using level of educational information in the performance evaluation, the network performance evaluation system on educational information, referred in the paper are innovative in the field of Educational Technology in China.
