University, an institution originating in the Middle Ages in Europe, distanced and even isolated itself in the past and for a long time from government and community. And now university has moved into the center from the margin of community and deserved unprecedented attention. The regionalization and localization of higher education, starting in the United States in the 19th century and spreading worldwide later, has facilitated the emergence of local universities that have become an energetic and new type of higher education in the world. The history of higher education tells that the development of local politics, economy and culture and the demands of local communities as well give birth to local universities and that local universities in turn have great impact on the development of local communities. Such impact is not only overt but also covert, and the covert impact is every now and then neglected. Tracing back from the source, we can find the relationship between local university and local community development is at all times a one that is co-dependent, mutually beneficial and co-existing. For the future development, the closer interaction between local university and local community is strategically their common choice. In this regard, we can draw on the experience of American state universities and their campus-based states to establish the interaction between our local university and local community development. This thesis, on an analytical basis, presents the interactive strategies for the establishment of the relationship between local university and local community development. The explication focuses on self-identification of local universities and on re-evaluation of positioning and school-running concept of local universities. To the author's mind, it is a must for local universities to form an all-round concept that serves the development of local communities and make further understandings of and better communications with local communities. Only in this way can local universities develop themselves by their own characteristics, get benefits out of good management and survive themselves on a quality basis. Meanwhile, local universities should strengthen the construction of their entities. In a word, the integration of local university and local community development is inevitable and becomes a tendency. Only when local universities and local communities become partners, can they promote each other, and learn and benefit from each other; such interaction and cooperation will surely provide them with a win-win situation.
