A Comparative Study On The Relationship Of Public Research University And Local(State) Government Between China And America

Recently, the question of the relationship between government and university become more and more popular and important, for serving society , one of the university functions, be reinforced. As a result, there's a lot discussions on this point. This question refers to so many factors such as society, market, science and technology. It also has relations with the development of whole national economic and the prosper of whole nation. Consequently, it's a vital and complicated problem. This article uses literature, comparison and case research methods to conformity all factor, then constructs a model so that it has meaning for solve outer problems of our higher education.Whereas there are a lot of differences on the aspect of the situation, history and the level of developing economic and imbalance and variety of the relation development of the two country, and we need to reform the relationship that are in the dynamic system. Chapter one has made a brief instruction for the whole article, included the research of most scholars' research both national and international. It begins the following chapters. Then Chapter two and three gave the vicissitude of the relationship between public research university and state government both in America and China, and in each chapter there's a case study to elaborate the theme of the research, and discuss more about it. Chapter four has compared the relationships from the historical, organizational and economical perspectives. Chapter five has put the five factors of the relations such as government, university, technology, society and market to the dynamic and open environment to conceive a new relationship-model on the basis of aforesaid chapters. It's the conclusion and the innovation of this theme.This article has three foundations of the academy. They are "Government's Role Theory", "Regional Development Theory", and "Late-Developing Superiority Theory". With the support of these three theories, we discuss the relations on the lay of interworking. On the other hand, we want to pay more attention to the advancement on the local economic development with the help of public research university's function. And the function of the local government that is orientated has more impulses on the development of the university. At the same time, this article has put the technology, the society and the market into the model of the relationship. I have made the structure of the model be perfect, then explained the function way of model and the practical meaning. In conclusion, this research want to provide a new-relationship-model on the basis of foregoing researches and compared researches on the Sino-American cases. Finally, I want that could afford an example for other provinces in China., and some advices on the reform of the higher education.
