China Radio And Tv University Development Positioning Research

One of the reasons for the fluctuating development of China's Radio and TV University in the recent thirty years is unclear orientation.In the 21^stCentury,China has come to an era of higher education popularization.A new wave of expansion of colleges and universities is spreading all over the country;colleges and universities are actively planning a new round of unconventional development.At this moment,the research of China's Radio and TV University development orientation has both practical significance and theoretical significance.On the basis of research results of college orientation theory,this paper selects development orientation for research;in light of "11th Five-Year" development plan of China's Radio and TV University,and in view of the development orientation actuality of the Radio and TV University,this paper elaborates on institution orientation,goal orientation,operation orientation,type orientation,level orientation,service orientation, subject orientation and characteristics orientation totally eight perspectives.It identifies many issues,such as the lack of human value care in radio and TV university development orientation,no strong legal supports for principal status,unclear development measurements,rigid and mechanical system management,system orientation conflict,the lack of financial support and other issues.This paper takes Nanjing Radio and TV University as a study case,demonstrates the feasibility of distance-education open university in scheme;it proposes that the development orientation of China's Radio and TV University is to build China Central Radio and TV University into an independent distance-education open university directly under the administration of a ministry,and build the provincial radio and TV universities into independent local distance-education open universities under the provincial or municipal governments;furthermore,learn the successful experience of foreign open universities,it is proposed in this paper to strive for national legislation to make the status of China's Radio and TV University clearer in China's education strategy,increase the input of funds for radio and TV universities of all levels,build brands,strengthen characteristics,improve the teaching support service system,and other strategies to achieve development orientation of China's Radio and TV University.
