| With the rapid development of Chinese economy and the successful bid to host 2008 Olympic Games, the importance of athletics has been raised consistently in people's mind; meanwhile, our country's concern to it has been intensified greatly. To develop athletics, the prerequisite is to train lots of athletic reserve talents. Therefore, it is becoming important to train athletic reserve talents. In the whole process of training, the county amateur training system is the source and foundation. As a result, we can ensure the consistent supply of athletic talents only under the condition of quickening the development of the county amateur training system.As an economic and cultural province, Jiangsu has always attached importance to the development of athletics. For years, the athletic workers in Jiangsu Province have been sparing no efforts to achieve the goal of a big and strong athletic province. To maintain the consistent development of athletics in Jiangsu Province, enlarging and strengthening amateur trainings and cultivating a huge number of excellent athletic reserve talents are needed with the quick pace of constructing a strong athletic province.By the method of literature research, expert interview, questionnaires, etc., the paper draws the following corresponding conclusions after making surveys of the present state of county amateur training in Jiangsu Province and, analyzing and studying the effective status from the surveys:1. The management system of county amateur training and multi-systems in Jiangsu Province are still not perfect, the number of social people participating in amateur training is still loose, which needs further adjustment, and at the same time, the relationship between various levels must be rationalized.2. The abilities of county amateur training coaches are not in the same level, and the educational structure of these coaches needs to be further integrated.3. The fund for county amateur training is inadequate and unbalanced: the fund in southern area of Jiangsu is more adequate, while in northern area, it's comparatively inadequate, the difference between which is big.4. The difficulties of enrollment and selection, and the blocks of import and export are becoming wide-spread issues for county amateur training.5.The combination of education and athletics are not attached great importance on by some counties, cities or districts, lacking coordination and adequate protection from policy.The training of athletic reserve talents is indispensable to the development of athletics. The amateur training system in counties, cities and districts is the foundation. According to the reality, the paper has made surveys of the present state of county amateur training system in Jiangsu Province, analyzed the causes resulting these problems, proposed suggestions and countermeasures, and constructed a new county amateur training system, which provides a theoretical proof for the training of Jiangsu athletic reserve talents and the development of Jiangsu athletics.
