This article is taking the current juvenile football talent cultivation’s system structure and the existing problems of HeBei province as the breakthrough point, discussing the campus football and soccer games gold medal policy’s impact on juvenile football movement, analyzing the coaches and players, training and competition in the present situation of HeBei amateur football sports. In order to offer reference for further development of juvenile football movement in HeBei province, and provide some references for other provinces that don’t have football professional club.This paper adopts the method of documentation, questionnaire, mathematical statistics, comparative research and logic analysis. Through research,get the following conclusions:1. without relying on professional football clubs as the conditions, HeBei formed a relatively effective juvenile football backup talent cultivation system, and has obtained some achievements. But the existing system is insufficient, seriously hindering the development of the juvenile’s football movement.2.The strategy of putting intramural soccer into cities offers a large range, a large number of attendence, systematic method ologies of training and sufficient fund. Coaches from non-professional physical education institute have a wide range of high-quality equipments.3. National and provincial sports meeting policies having favored soccer, physical education authorities facilitated the collection of coaches and appoved more funds to soccer programmes in non-professional physical education institutes.4. The coaches in juvenile soccer training program in Hebei Province consist mainy of the middle-aged, they have advanced degrees, have short working periods, have not much welfares, and have great working responsibities, therefore ont willing to work.5Testing standards of intramural soccer coaches target mainly to improve students’body, and acquaint students with the knowledge of intramural soccer. Coaches in non-professional physical education institutes are under the great pressure of score requirements in provincial sports games; therefore, intramural soccer coaches’experience of sports and abstract professional knowledge of soccer training are generally weaker than those of coaches in non-professional physical education institutes.6. Major differences exist among cities, concerning training courses and funds allocated to juveniles. Individual levels of coaches do not match, and the overall level is low.7. Coaches disregard the sustainable development of students. Many-students, having attended soccer training, can not get corresponding scores or encouraging policies; the minorities, after being chosen to a higher level of institution, are faced with the problem that it is both hard to be recruited into a professional team or to opt to a university, reconsidering the aims are sometimes even necessary.
