On the base of the research and investigation into the current chemistry teaching in high schools, this paper studies the chemistry teaching in high schools during the new curriculum reform, referring to the education theories of all-around development, the center of classroom teaching, teaching ways of teachers, study methods of students and meta-cognitive ability. This paper also puts forward the way and the strategy on how to teach in a clearer way with the help of study plans. To realize giving chemistry lessons in a clear way, it brings up requests to teachers, students and schools. At the same time, by analyzing many specific cases, the paper probes into the basic ideas of designing study plans, as well as the strategies and specific ways of teaching targets, lead-ins, teaching processes etc.The paper carries out experimental researches in a small range into the strategies and specific ways of giving lessons in a clear way with the help of study plans. The result shows that designing study plans with great care and using them properly can strengthen students' interest in studying chemistry, activate students to study better, raise students' creation consciousness, improve their creation ability together with their grades, which at last leads to accomplishing the target of giving lessons in a clear way.
