In 1999 the Ministry of Education launched the program------professionals training pattern and open cation experiment led by the Broadcasting and Television University.Changsha Television University had become one of the experimental units.During 7 years' practice and exploration of the experimental program, it has trained and supplied to the society and related personnel units a great number of practical and skilled professionals.However, due to the expansion of the university, how to ensure the instructional quality of distance education has become a grave issue for the university authorities to consider and tackl epromptly.After having conducted an investigation and study, the author of this dissertation has attempted to research into the majors factors which may affect the quality of education in Changsha Television University from different angles. The paper comprises 7 parts. The 1st and 2nd sections explicates the background, aim and significance related to my topic selection,the current development of distance education home and abroad, the content and methodology employed in the research and navigation and discussion of the corresponding distance education theories. The 3rd part analyses the present development of Changsha Television University by way of on-the-spot investigations and questionnaires of the above-mentioned university as well as the running procedures of distance education ;also, the author has manifested the major factors which may affect the instructional quality,i.e. instructional modes, study-backing services, teaching quality oversight and teaching staff management.The 4th,5th, 6th and 7th parts are the core of the paper, which analyse the teaching patterns of distance education of the university, its learning--supporting modules, teaching quality supervision models and teaching staff management formulas.Moreover, these parts target the existing problems and put forward some suggested countermeasures. The end section is my conclusion and expectations.In my opinion, only through scientific positioning, law--governing education, active external condition build--up which is conducive to the wholesome development of distance education, intensification of internal reforms, optimizing the structure, strengthening and perfecting the interior management mechanism of distance education can Changsha Television University ensure the fast, stable and healthy development...
