Community Non-governmental Organizations: From The Internal Effects To The External Effects

There is a rapid development of civil organizations in Shanghai in the past several years; the proliferation of civil organizations in some communities is a indication. But viewing this process cautiously, the expansion of civil organizations' function does not identical with its increase in quantity: most of civil organizations are inclined to localized its function in a space of "self-sufficient" or "membership- sufficient", and scarcely expand its function in "commonweal space ", such as public service and so on. It is obviously a larger difference with the assumption of scholars and government. Why is such a phenomenon? Especially in the context of basic government already given a large space of the development of civil organizations, build a active institutional environment, the relative functional blocking phenomenon in the operational process of civil organizations in community is much more worthy of research.This paper with a clue of the development of civil organizations in Linfen Community in the past several years, try to give a relative profound analyze and unscrambling of this problem. This paper propose that the expansion of civil organizations in communities is not refers to the government induct of the development of civil organizations in the basic society of murals, but also refers to the construction of the public space of community. China' community construction is developed in a particular speech of China modernization, experienced a stage of "danwei zhi "and all-powerful government, the public space of community in cities is always closed over by government administration, it is in a obscurity stage. In this context, civil organizations and its members not only lack the enthusiasm of attention to public problem in communities, but also lack the way of take part in public discussion and public service, also lack the steady institution to come into public sphere.From this meaning, to build an effective public sphere in the new stage of community construction is the key of the development of civil organizations, it is also the essential way that take civil organizations from the inside function (self-sufficient or membership- sufficient) to outside function (commonweal). In the light of this thought, this paper analyzes and argues such opinions: firstly, the reason that result in the limited function of civil organizations is not only from the (government) institutional factor, but also from the lack of public space; secondly, in the context of the main institutional environment becoming more and more encouraging the development of institutions and mechanisms, it is very important to the effective construction of the public space; thirdly, there are three ways of the public space construction : project empowering, organizational coherence and build a partner relationship between civil organizations and other community organizations; fourthly, we have to develop public space in community with some institutions and mechanisms ,but this institutions and mechanisms must build on the base of civil organizations' willing of from self-sufficient or membership- sufficient to commonweal, in other words, form "demand" to "pursuit".
