Since the founding of the People's Republic of China, we've been through several historic stages in our work on university teacher training: from primary stage, primary stage of development, stage of severe frustration and great destruction to that of development recovery and the form of network, to the social legalization. We have gained remarkable achievements, producing a continent of backbone teachers, building our training base and network system and creating a multi-level training forms, thus strengthening the construction of the high-level talented people team. Based on the Teacher Law, the safeguard system of network teacher training supported and interfered by the government has taken shape initially. However, there are still numerous problems and difficulties, that is we need to further reinforce our teachers' moral building; the training efficiency is not remarkable; the high-level training seems insufficient. The reasons for the existing problems in the teacher training are as follows: firstly, we meet unprecedented challenge in the university teachers' moral building and there are conflicts against the teachers' ideas in the market, moreover, the teachers and the university overlook the moral education; Secondly, there are some deficiencies in the mechanism of university teacher training, selection mechanism uncertain as well as the appraisal system unreasonable; Thirdly, the teacher training mode is obsolete, with little scientific knowledge about the individual university teacher training. Furthermore, the training contents and modes are simplex, with low-quality teacher training personnel; Fourthly, the outlay for the training is not sufficient, so is the government commitment. With the short training outlay, the concept of individual share is weak.The main reason for the existing problems in the university teacher training is the training system. Provided it is not solved perfectly, it would definitely block the further development of the training, producing influence on the building of the university teacher team and finally the development of our higher education. Therefore, we must ceaselessly enhance the mechanism of the university teacher training. Updating the concepts is the forerunner for improving the mechanism: we should center on the needs of people and base ourselves upon the development planning of teachers' career, fully gain mastery of their needs and their wills of career development. In the meanwhile, we should also confirm their prodominant positions in the course of training them and attach importance to the two-way intercourse between the trainers and trainees. We must transform the concept from traditional management mode of teacher training to programme management mode. To start with, we should implement the certificate system in the constitute of university teacher training, gradually step toward the management system for standard certificate, reinforce the supervision and inspection on the universities and training constitutes that bear the training tasks, then explore the management system for training quality to fully play the role of network system; Secondly, we must put emphasis on the teacher training and give priority to the efficiency with consideration to the fairness while handling well the relationship between pivot training and overall improvement. It is the core for perfecting the teacher training mechanism to formulate its training objective system: to perfect the setting of the training objective, to construct a two-way objective system for teacher training and to formulate the management process of the training goals. Creative management system is the foundation to perfect the training mechanism: To improve the mechanism of selection, inspiration and safeguard; to build a cost-share system of teacher training and a management team of high-quality university teachers. It's crucial to set up an appraisal system for perfecting the teacher training system, to confirm a scientific and reasonable appraisal standard; to choose an appropriate and effective appraisal method; to build and evaluate related feedback mechanism.
