Preventing and reducing the youth criminal is a social problem that all the countries extremely attach this great importance to. It's also relates with social stability which involves the public problem and influence society harmonious. Long time ago, the people thought that social order is government's responsibility. It seems that if the social crime rising, the public security condition will worse and so on. Maybe it's completely creates by the government. Therefore, neglecting citizen individual, the social group, the volunteer and others Non-government Organizations (NGO) responsibility which should undertake in the public security aspect. In order to avoid the young people get the jail violence as well as the cross infection injury. One effective method should be take that is put them in the community to carry on the correction. The NGO involvement can developed the young people community to rectify and pour into the vigor. This kind of society governed the idea provide us a way of how to solve the young people community correction. In real life, it has obtained the good result.As a form of social autonomy, NGO has made up the defects made by malfunctions of market and government. As the humanity diligently, the Non-governmental organizations seek the harmonious. But, the Non-governmental organizations is not multi-purpose, it's also has many limitations on itself. For instance: volunteer population insufficiency, lack of specialized social worker, the management system not perfect, not enough money and so on. Therefore, we should take overseas advanced experience and the procedure in order to explore the non-government to participation positively the young people community rectifies in our practice. At the same time, According to our country's politics, economy, cultures to rectify the work well for the young people community.The present paper mainly revolves NGO to participate in the theory and the practice which the young people community correction to proves.
