Reports from the 16th Communist Party's Congress explicitly point that "the state must strengthen the occupational education and training, develop continuing education, construct the lifelong education system, and increase the number of people with well-training, high innovation ability", "accomplishes the special talented person which the counted by the 100 million high quality worker, ten million counts and one large quantities of pulls out the sharp innovation talented person". Occupational education, as one of the most popular and characteristics, is one of the best ways to deal with the shortage of tech workers with well training in China. In the process of the occupational education, how to establish an efficient strategy according to the local characters so as to achieve the great development of the occupational training has become a common problem in the study. Focus on Shanghai occupational training in this research, emphasis on "Government allowance education" is up to the following aspects: Shanghai is not only a greater developed province in the east of China, but also it is the front edge of reform and opening-up in China. So it is very representative that we put emphasis and development on education. The occupational education strategy that it will draw up has important meaning on theory and reality.This research takes the Marxism principle and the sociological, the economic correlation theory as the guideline, carrying on qualitative and the quantitative analysis on the Shanghai occupational training situation, looking back the domestic and foreign experiences for drawing up a blueprint for the Shanghai occupational training strategy.The paper mainly includes four sections:The first section is main introduction to purpose, angle, theoretical basis andframework of this paper.The second section is on the occupational training theory and the domestic andforeign experiences. A series of key words and concept will be introduced in this part,e.g. occupation,occupational education, occupational training. Theories aboutgovernment function and pubic administration are briefly elaborated. After that wealso take concern on some domestic and foreign successful experience, such as the Guangdong high-quality professional school group, Jiangsu's community employment training, Germany "Dual System", the US community college, the Australian TAFE training system. Finally five modes of foreign occupational training are introduced. The third section is research on Shanghai government allowance training. Case study on certain district in shanghai is selected as an example. Methods and contents of government allowance training are elaborated carefully from occupation educational background. Then it points out the characteristic of occupation training in this district according to qualitative and quantitative method through actual effective analysis of certain district's government allowance.The fourth section is that countermeasure and suggestion of current occupational allowance training for technical ability are put forward. Duty and right are clarified from government,training organization and enterprise.
