Since the reform and opening up, along with the rapid development of economy and society, the higher occupation education in our country has experienced from scratch,from the start to the development of sound,has transported a large number of high-quality and high skilled talents for the great leap forward development of all walks of life, and has precluded for the transformation of higher education training mode from a single education knowledge, research training mode to the compound talents,which includes application type and skill type. At the same time, as a part of higher education,the higher occupation education has its own unique mode of operation,has to undertake training professional skilled talents to the forefront to adapt the needs in all walks of life. Admittedly, with the rapid development of the national strategy such as the South of Jiangsu independent innovation demonstration zone, the Yangtze River economic belt, One Belt and One Road, construction of China ASEAN Free Trade Area, the society needs more and more innovative and skilled talents who can adapt to the production line and be with entrepreneurial skills. And it also put forward higher requirements to the personnel training of the higher occupation education. It should be said, it is that challenges and opportunities coexist, and development and risk exist side by side for the higher occupation education. Therefore, the governments at all levels have realized that speeding up the development of higher occupation education is imperative, and it is an important part to develop higher education at different levels.The problem about the sustainable and healthy development of higher education has attracted more and more attention.The paper first describes the current situation of the development of higher occupation education and internal and external school development environment, andmakes clear existing outstanding issues in higher occupation education. And the paper brings the government’s pressure for sustained and healthy development of higher occupation education from the current situation.The second chapter and the third chapter analyses objectively the main lack responsibility in the process of the guidance to the higher occupation education sustainable and healthy development because the legal and policy system is not perfect,the coordinated operation mechanism is not perfect, and the government investment is not in place and others, and the influence to the sustained and healthy development.And the paper tries to find the causes of lack of government responsibility.The fourth chapter analyses the government responsibility of higher occupation education. On the basis of it, the paper clarifies the theoretical foundation of the responsibility of the government in the development of higher occupation education and relevant arguments. The paper puts forward management responsibility, legal responsibility and fiscal responsibility needed in the development of higher occupation education, and makes it clear that the government’s strategic positioning. It would better perform its duties when make the role clear.Finally, the paper puts forward the path for the government to improve the development of higher occupation education. From strengthening four aspects the leadership, guidance, participation and the introduction of three party evaluations,the paper gives the advice for the government responsibility.
