Research On Government Responsibility In Justice Disappearance Of Private Higher Education In China

With the recovery and development of private higher education, its researches have also made the great progress, and it has become a hot spot in higher educational circles gradually since1990’s. In a lot of documents, the equity problem of private higher education is focused in educational circles studies during the past2years. This study sets off from government responsibility originally, and scans equity disappearances problem of private higher education in China.First, on the basis of understanding the border of the study, this paper proves the theoretical foundation of the governmental responsibility from common economics, welfare economics and Information Economics theory, and by dating back to the practice that private higher education carries out in China and abroad briefly, expounds the practice foundation of the government responsibility, thereby reveals out the certainty of government responsibility for private higher education; second, it analyses the actual state of equity disappearance, and describes out the fairness circumstances of private higher education in educational right, educational resources allocation and the right to education concretely; next, expounds the relation between equity disappearances of private higher education and government responsibility, and details the government responsibility, such as cognition "malposition", the administration "offside", finance "insufficiency", policy "nihility" and serve "vacancy", which may be the fundamental cause of equity disappearances of private higher education; finally, it builds a responsibility system which is composed by cognition, administration, finance, policy and serves, and called "five factors as a whole", on the basis of delimiting the government responsibility for private higher education.This study’s innovation is that:First, it chooses government responsibility which is a new perspective to discuss equity disappearances of private higher education in China, deepens the content of private higher education researches, broadens the scope of governmental higher education responsibility. It is an innovation in this view, comparing with the studies which put emphasis only on phenomenon, system, resource and measure in the past.Second, it analyses the causes of government responsibility that lead to equity disappearances of private higher education, on the basis of expounding the relation between equity disappearances of private higher education and government responsibility, and builds a "five factors as a whole" system to undertake government responsibility, this may be an innovation in a sense.
