Life-long learning is the inevitable trend of current education development. Modern distance education is the basis of life-long learning system. Computer and network provides an ideal learning environment for modern distance education. With the abroad development of network distance education, the quality problem is more and more concerned. People realize that education quality is the key to the sustainable development of network education, and a well quality is the core competence for the network school's expansion.Learning evaluation is an effective method of guaranteeing online-learning quality and it plays key role in the network education evaluation system. But most of the current network learning evaluation approach still used a traditional school education evaluation system, it doesn' t take full account of web-based learning characteristics and the characteristics of the network learners, it is difficult to fit the rapid development of web-based distance education, and doesn't conform to the law of education too.Learning evaluation of network distance education is the focus of this paper: analyzes the basic theory such as network learning, web-based learning evaluation etc, and set up a network learning evaluation system that is a formative evaluation led, combines qualitative and diagnostic assessment method. As in network distance learning environment, teaching and learning is separated, students individual self-study characteristics make teaching managers difficult to monitoring and evaluating the learners learning process effectively as in traditional classroom teaching, and can not be directly observed the performance of learners acts, this could not give a specific learning feedback and guidance. Therefore, propose through analysis the network learners behavior to obtain evaluation information, then evaluated the learners learning process, thereby to provide feedback and guidance for learners learning activities to achieve the purpose of promoting learning. Established a web-based multi-level learning behavior model, analysis the common attributes of network learning behavior. On this basis, the author designed a non-quantitative network learning formative assessment index system.Finally, on the basis of analyzing the evaluation method, which has been used in the traditional education for many years, the paper points out that not all the traditional method can be adapted to the learning evaluation under network environment and research the feasibility of using the method of fuzzy synthetical evaluation in network learning, propose an evaluation approach that is combined with fuzzy theory and analytic hierarchy process, Used the AHP to calculate factors' weight which has Passed the consistency check, According to the method of fuzzy synthetical evaluation, this paper establishes the mathematical model of student's network learning formative assessment and describes its arithmetic flow.
