The coming of the "Internet plus" era has made the online education develop rapidly.Online education is an inevitable outcome of the information age and a new form of education.With the unique advantages on fast information transmission,flexible time and space and abundant resources,online education will continuously innovate and breakthrough to be the "new normal" of our future education.Due to the development of the society,the high-quality talents are in an urgent demand,and it also brings much higher requirements for cadre education and training.The contradiction between work and study makes network training become one of the most important ways of cadre education and training.At present,the evaluation mechanism of cadre network training in China is unsound,the effectiveness of the evaluation results is low,the evaluation methods are backward,and the degree of informatization is not high.According to the characteristics of cadre education and network training in China,studying the corresponding training evaluation indicators will help to improve the work of cadre network training and improve the quality and efficiency of cadre education and training.Starting from the study of the characteristics of cadre network training,this paper combs the literature in relevant fields such as cadre(civil servant)training at home and abroad,and analyzes the research status.This paper expounds the relevant terms and concepts of cadre online training,compares and analyzes the relevant theories such as human capital theory and training transformation theory,and combined with the work practice of cadre online training,selects the CIPP training effect evaluation model to carry out the research on the evaluation index of cadre online training,this paper studies the main indicators that affect the training effect from four aspects: training project background,resource commitment,training process and learning effectiveness,and sets a target for evaluation.By using Delphi and analytic hierarchy process(AHP),through the questionnaire survey of experts,a cadre network training effect evaluation index system and its weight coefficient including 4 primary indicators,11 secondary indicators and 33 tertiary indicators are finally formed.Finally,taking the online training of cadres in S City as an example,this paper makes an empirical study,applies the index system,summarizes the questionnaire survey and objective data,evaluates and analyzes the online training of cadres in S City,and combines the evaluation results with the actual work to study the phenomena and causes,so as to put forward suggestions for the next work of online training of cadres in S City.
