"Education reform is not a blueprint, but a process." The application of The reform of basic education course was a process in which the new and scientific ideas turn to put into practice with the feature of dynamics, science, ever changing and durative. The fulfillment of course application, determining the success of education reform, depends itself on the teachers the main characters of the education process. Therefore, whether the reforming is successful or not lies on the teachers and what they think of the process per se. however, the teachers , which have been forgotten throughout the history of education reforming, the concrete performers of the education reform, have been focused on its real function within very few previous years by the education politicians and the ideologists. Moreover, more concerns have been focused on the teacher's cognitive field and thereby the attentions focused on the teachers' affect factors were little. When the teachers experiment the new applications, whether they could accept the new technique from the affect level are dependent on not only partially the external force but also mainly the internal, active side.The application of course reform on basic education has already been carried out for about 7 years in China. As what we mentioned above, the reform is a process, so not only should we pay much attention at the beginning of the process but also we should execute it elaborately in the long term which needs long-time hard work. The focus of this thesis is lying in teachers' attitude and affective element, because only the teachers genuinely recognize the point of the reform and accept it sincerely then apply the new experiment automatically could the reform be canied out successfully. In addition, according to Michael Frank -the application of reform is in accordance with the attention we pay, we could know the concrete state of the application process accordingly through the certain examination testing the teachers' care for the reforming.Aiming at figuring out the current situation about which teachers in primary school is concerning and knowing the encouraging and discouraging factors which affect the teachers, the author pursues the improvement of receiving and applying level. Limited by personal energy consuming and time engaging, only the primaryschool teachers in the district of Yanta in XiAn have been selected as samples to evaluate with the 7 tables, originally invented by Michael Frank, combined by 2 open ended questions to compare different teachers in the term of gender, teaching time, age, professional title, educational qualifications, teaching subject, position and school scale. In the thesis, the author also describe the concerning views of the primary schools and then evaluate which factors affecting them are encouraging and which are discouraging. The conclusions are as follows:1. Generally speaking, the primary school teachers in Yanta district of Xian have been in an ideal state of paying much attention in applying the new course experiments, i.e. they paid their attention on the developing stages of the reform in a series of result, cooperation, refocusing, personalization, information , operation and consciousness.2. There is no evident differences among the teachers who have different variables such as: ages, teaching experiences, professional titles, genders, the first academic qualifications.3. From the statistics' point of view, there are obviously different attention levels been paid by different teachers who have variable final academic qualifications, professional position, subjects etc.4. The primary school teachers should know the new information about course reforming.5. The main influential factors of application are the lack of education experts' professional direction and concerning material, the shortage of teaching equipments, no rich teacher training resources and enough time.6.0ne of the main concerns of teachers is the compatibility and applicableness of the teaching materials.7.The faith of education reforming should be internalized to be the faith of teaching for the teachers. Only this kind of effort be taken can the reformers fulfill their dreams.
