As the urbanization and industrialization of our country are being accelerated,a large number of surplus labor forces rush into cities and developed areas from rural and undeveloped areas.Qingdao in Shandong Province is a seaside open city which attracts a great quantity of labor forces.The migrant workers in Qingdao are defined as people who work in Qingdao but don't have registered permanent residences,including jobbers, businessmen,and enterprise owners and so on.Since February 2006,the migrant workers in Qingdao have had a new name new citizens in which the discrimination meanings are removed and their children are called new citizen's children or migrant children.Many cities have established special schools for migrant children to reduce the pressure on public school,however,there is no such school in Qingdao.Instead,based on some government policies,Qingdao Government guarantees the education funds and removes some obstacles in order to let all new citizens' children enter public schools as local children.The measure is believed to be better for children's physical and mental development.Besides,every student in school is treated impartially,who can then make use of educational resources adequately,so the fundamental educational justice is realized.S elementary school is a common public school and the number of migrant children in which is about half of the total students.The statistics conform to the research hypothesis and are good for comparison research.Owing to the still existing educational injustice, family economic problems,lack of family education and sound public influence,new citizens' children do not perform so well as local children in some aspects and have showed poor learning ability and lack of self-confidence.In a word,complete educational justice has not been realized yet.Government,schools and families should work together to defend the rights of education for new citizens' children.They should promote reforms in registered permanent residence system,increase investment in education,establish education bond system,relieve new citizen families from various burdens and lead family education so as to improve educational justice and allow all children to enjoy high quality of compulsory education.
