Since 2008, China has implemented free compulsory education policy in the whole country to ensure that each student enjoys equal access, and to promote the balanced development of compulsory education, improving the overall education quality of the nation.Education has the nature of social public goods which is an important embodiment of social fairness. Compulsory education, as the cornerstone of the whole education, is directly related to the future of our country. While the rural compulsory education directly relates to the vital interests of hundreds of millions of farmers, rural compulsory education is an inevitable requirement to promote educational equity. In recent years, Panjin City, with Scientific Outlook on Development as aguide, adheres to the "inheritance, reform, innovation,development," which is hard work to promote the coordinated development of various types of education at all levels. School conditions have been greatly improved, the school running behavior has become increasingly standardized, the management level has been improved,and the quality of education is improving. But there are still some problems to be solved.Therefore, this paper from the survey analyzes the specific circumstances of the present situation of compulsory education in rural areas of Panjin City of in reference tothe corresponding countermeasures and suggestions on the basis of the advanced experience of other regions both at home and abroad, in order to promote local development of compulsory education in rural areas and toprovide the referencefor some other rural areas. Theresearch of methods includes literature analysis, case study and so on. The research lasted 15 days,covering 37 rural schools, studying on school principals in the school standard, construction,construction of teachers and teaching, education and scientific research and other aspects of research, including research in the form of listening to reports, discussion, questionnaire,teachers and students' access to information etc..According to the study, it appears that there are some problems such as the serious loss of students in some areas, the shortage of teachers in rural areas, the quality of teachers,theconstruction of teaching material the lack of investment in education and scientific researchand so on. It is suggested that the Panjin Municipal Government should clearly define the strategic position of the priority development of rural compulsory education, establish and perfect the compulsory education system, promote the allocation of resources, strengthen the team construction and improve the educational scientific research level.
