Under the trend of globalization,cross-border higher education development and resource flows increased,and with the rapid opening up of education,international policy is increasingly becoming the mainstream of higher education policy.Cooperation and exchange,mobility, resource sharing has become an important way for the development of higher education,and both cooperation and competition in higher education has also intensified.EU policies in the internationalization of Higher Education are aiming at promoting and facilitating the cooperation and exchanges in higher education between EU member states;improving higher education quality throughout Europe;enhancing the competitiveness of European higher education; ultimately contributing to the European economy and social development.ERASMUS program Established in 1987 was designed to increase student mobility between higher education institutions so as to promote greater cooperation between citizens of different member States and enhance the cohesion of the European peoples;to improve the quality of European higher education institutions and enhance their competitiveness in the international market through the exchange of teaching resources.The establishment and implementation of the program adapting to different historical background and rationale of government policies has experienced different development stages.Currently,it has covered 31 EU countries.Its implementation has not only promoted the students and scholars exchanges between member states,but also led to the launch of the Bologna process which carrying out the restructuring of higher education.ERASMUS program have had a very far-reaching impact in the European Union level,national level,higher education institutions level as well as the teachers and students level.Learning about the program is significant in both deepening the theory of higher education internationalization and higher education policy making and cooperation improving for other countries.This paper is based on the policy studies and higher education theory,using the factor analysis approach in the background and basis of ERASMUS program,the comparative method in the data analysis,the literature study and induction in the implementation results,the characteristics,the role and the impact of ERASMUS program.Making full use of library and network resources,it accesses to the latest literature and data,which mainly include:a high frequency reference monographs and academic journal articles,dissertations,official reports and survey data from the European University Association,the European Commission,OECD and other international organizations.Through analysis and study,this paper suggests that ERASMUS program reflects the emergence and development of the EU's policy concept to deal with the competition with regional cooperation in higher education;ERASMUS program has a positive impact on promoting mutual understanding between European peoples,improving the quality of higher education and training international talent;ERASMUS program experience in international cooperation and exchange in higher education provides a useful reference for our country.
