The earliest European integration process dated from the economic field in the1950s, The integration process has been extended to political and defense cooperation in more than60years, higher education cooperation will become the advanced stage of integration. With the change of international political pattern, regional conflicts occur ups and down under the influence of nationalism. European higher education integration will become a powerful tool to solve national conflicts and speed up the European integration process.Higher education integration process which regulated by European Union member states will exert positive effect on European integration process and European cultural identity. European higher education integration as a breakthrough point will make the students experience European civilization achievements, spirit, values firsthand, let the European youth not only can improve their knowledge reserves and practical skills in the process of learning, but also can learn the essence of European culture. Only in this way, can they become the subject who will inherit and carry forward European civilization achievementsThis paper focus on discussing the European higher education integration and its influence on the development of the cause of higher education in the European Union. This thesis is divided into four chapters, the first chapter intends to take time as the axis, three stages, nearly cover60years’ span including initiation stage, preliminary development stage and deepened development stage will be discussed. The second chapter discusses the impetus of European higher education integration, which includes four aspects. Contents covers history cause, practical needs, the ask of " Knowledge Europe "society and the impetus of eastward enlargement of EU. The third chapter discusses the influence of the European higher education integration, this chapter consist of four parts. The construction of the idea of " European citizens ", the construction of the concept of a common European culture, how European higher education integration promotes the influence of European culture communication and promotes social and economic integration will be discussed and analyzed in this charter.
