Through researches on crisis management in primary and middle schools references and surveys on crisis management as well as case studies on primary and middle school in Sichuan Province under the special circumstances of"5·12"Wenchuan Earthquake and Bao'an middle school in Guangdong Province, this thesis analyzes the severe inadequacy and inclination existed in crisis management mechanisms in primary and middle school in Sichuan instructed by public crisis management theory, management efficiency theories in primary and middle school as well as modern school mechanism construction theories. These inadequacies and inclinations are mainly exhibited in the absence of crisis management concepts and mechanism, the underdevelopment of management mechanism, the inadequacy of crisis emergency handling education and crisis consciousness and the lack of public handling policies. This phenomenon has forced us to re-consider the necessity, urgency, importance and positive influence of building up crisis management mechanism in primary and middle schools and explore deeply on how to build up and improve the crisis management mechanism in primary and middle schools in Sichuan province.Through discussions and researches, it is realized that the setting up and improvement of crisis management mechanism among primary and middle schools in Sichuan province is an important part in school mechanism reform and re-construction. Eight principles should be followed for setting up a comparatively integrate and interactive crisis management mechanism adaptable to school development from five aspects. The following principles should be stick to for building up crisis management mechanism namely human-oriented principle, forecasting principle, quick reaction principle, respecting fact principle, responsibility division principle, frank communication principle, flexibility principle and sustainable development principle. An administrative intervene mechanism, an emergency dealing mechanism of"protection in advance– response in the process—recovery after the accident", crisis management education mechanism and insurance mechanism of crisis management operation mechanism along with supervision and evaluation mechanism should be set up in primary and middle schools.Via researches on crisis management mechanism in primary and middle schools, this thesis tries to provide references and suggestions concerning theories and practices for building up and developing crisis management mechanism in primary and middle schools in Sichuan and thus promote education management mechanism reform and harmonious healthy and sustainable development between schools and society.
