There are always conflict and crisis in human society. No matter the countries or the organizations and individuals could meet the crisis which challenges them again and again in any minute. Being in a critical period of "Soial Transformation", Eonomic Transition", "Educational Reforms", Primary and secondary schools are experiencing the increase of insecurity. The Primary and secondary schools have some features, such as great denseness in population, poor oneself-protection ability of students and close social concern, decide the crisis of primary and secondary school has peculiarity of concealment, paroxysm, urgency, destructiveness and complexity, moreover appears its own features, such as diversity, durative, diffusibility, social sensitivity and enducationability.In recent years, influenced by natural calamities, epidemic disease, sudden accident, campus accident, educational harm, students decrease, conflicts between teachers and students and so on, Primary and secondary school crisis frequently takes place. In order to guarantee normal operation for schools and healthy growth for the children, Primary and secondary schools crisis management gets wide concern of leaders and researchers.In our country, the research for school crisis is laggard, and mostly concentrates in the field of colleges and universities. The implementation of Primary and secondary schools crisis management lacks of the guiding of relative theory and successful sample to study. At the same time, limited by leader's ability and school's circumstance, at present, Primary and secondary schools crisis management have some problems, such as the lack of crisis consciousness, poor ability of crisis management, crisis education and drill just appear in formality, information communication exists hindrance, the absence of psychological intervention, and the uncertain of rule and law. According to this, the writer puts forward some suggestions and countermeasures to crisis prevention, crisis response and crisis recovery. In detail, at the stage of crisis Pre-control, we should prepare for the future and try to check crisis in the bud; at the stage of crisis response, our action should reply quickly, respond timely and handle well, make great efforts to reduce the harm of crisis; at the stage of crisis recovery, we should give consideration to both tangible and intangible damage, summarize the experience and then improve our management.
