In the beginning of the new century, China went into mass higher education rapidly; a large number of students poured into universities and colleges and diluted the education resources. The decline of education quality has become an unavoidable social problem. In the rational quality assurance action, how to assess the quality of higher education scientifically became the most important problem without right answers. This article attempts to introduce and analyze National Survey of Student Engagement (NSSE) project, in order to solve this problem from a new point of view.This paper focuses on National Survey of Students Engagement (NSSE) in US, from the 'student-centered' education idea to research progress of improving undergraduate education output in past three decades, such as the good practice of undergraduate education, indicators of good practice and effective educational practice and so on. With the introduction and analysis of enough empirical research results, the author hope to establish a link between students and education quality, and bring 'students' which can not be ignored into higher education quality assessment system.On this basis, the author makes an objective description of NSSE which help American assessment practice grow by leaps and bounds. NSSE in America is based on the theory above by means of questionnaires, and investigates, on an annual basis, information from hundreds of four-year colleges and universities nationwide about student participation in programs and activities that institutions provide for their learning and personal development. From the perspective of student experience, the survey aims to explore the time and energy that students devote to educationally purposeful activities and the extent to which the institutions encourage the students to part icipate, which are effective predictors of student learning and collegiate quality. NSSE could help institution find teaching problems, and provide a new perspective for mass to observe undergraduate education other than resources and reputation of colleges and universities. At the same time, by the analysis of reliability, validity and stability of NSSE, operation mechanism and use in education management, such as teaching evaluations, curriculum reformation, institution accreditation, student services, institution comparison and so on, the author think NSSE project has the positive effect on promoting the quality of higher education as a new assessment means. What's more, the author summarizes five pieces of successful NSSE experience and future development trends carefully, and then tries to point out the problems which meet by NSSE from the following aspects: disclosure of information, response rate, education assessment, participating institutions and their own system problem. The author also hopes to give affirmative estimation of survey properties for student assessment, such as scientific, rational and feasible, by an objective and comprehensive introduction of NSSE.NSSE survey is a meaningful approach to evaluating an institution, which emphasizes the student's experience and how well institutions foster student learning. Now China is still a lack of an independent survey project of student engagement, so the author try to explore the key points and difficulties we may meet, if we learn form NSSE project, and dispel the existing misunderstanding of student survey among Chinese scholars. We hope Chinese scholars and administrators will input resources and energies into student survey with open, active and collaborative attitude, establish a scientific assessment index system, and then promote the quality of higher education for the benefit of students in China.
