The principal is a profession , this is the logical starting point of principal's professionalism. Based on the scientific definition of the concept of profession, professional and system, the author of the essay analyzes the effect in primary and secondary school principal's personnel management, that is the formal establishment of the principal' s service system, the gradual establishment of the principal's training system, and the all-round promotion of the principal's responsibility system. At the same time, the main problem is that the existing management systems, such as the principal's responsibility system remain to be improved; the principal's examination and evaluation, promotion, and pay systems are missing; management systems are lack of integrality and systematicness; On the premise of affirming that the influencing factors of primary and secondary school principal's professional are diverse, the author argues the principal' s management systems in primary and secondary school are the most important factors. In accordance with the school management theory and the requirements of the personnel system reform in primary and secondary school, it is necessary to establish and improve management mechanisms such as the principal's professional qualification systems, training systems, selection system, evaluation systems, incentive and distribution system in order to promote the principal's professional development in primary and secondary school. Management systems are used to regulate and restrain the principal's behavior , to reduce the unpredictability and opportunism of the principal' s behavior, ultimately to promote the principal's professional development, to raise the professional level of principals, and to enhance the quality and efficiency of school management.The essay is divided into five sections, the first part is about the background description of topics, significance and research ideas and ways, etc.; the second part mainly explains the concepts of profession, professional, system and other related concepts; the third part describes the effect and shortcomings about the primary and secondary school principal's management; the fourth part of research predicts the considerations of primary and secondary school principal' s professionalism; the fifth part is the epilogue. The professionalism of primary and secondary school principal is an inevitable trend of education reform, in line with the state personnel system reform and the requirements of the development of education, it is also an important manifestation of a younger, better educated and more professional rank of principals. However, due to China's vast terrain, a large number of primary and secondary schools, and unbalanced development of economy, culture and education, the establishment and improvement of primary and secondary school principal's management system will be a long process, the professional of primary and secondary school principals has a long way to go.
