In the 21st, with the economic globalization and the intensification of international competition in High-Tech, High-Tech Park has been the main form of world economic development in various countries. Keeping technological innovation is the life of High-Tech Park, however talented person is the main part of driving the technological innovation. The determining factor of High-Tech Park development is talented person. Based on the macro-theory of innovation, human resources and public policy, this article will give some analysis using the related theory of personnel policy, personnel flow and High-Tech management.The first chapter will integrate the existing theory of talented personnel policy and personnel flow, and then figure out the background and the research method of the personnel policy and the personnel flow of the High-tech Park. After introduces the development of High-Tech Park in China, especially over-viewing the establishment of Zhangjiang High-Tech Park, and analyses the definition of human resource in High-Tech Park and the meaning for development of High-Tech Park, the second chapter will give the meaning of researching the personnel policy of High-Tech Park. The third chapter introduces from the state of personnel flow in Zhangjiang to the style of personnel flow, and then gives an idea of the classification of personnel policies, the main contents of personnel policy of Zhangjiang High-Tech Park. The fourth chapter discusses the main problem of hindering personnel flow in detail and analyzes the negative effect on the personnel flow and the basic reason. Finally, the fifth chapter will summarize the relationship between personnel policy and personnel flow, and then give suggestions to eliminate the current obstacles of personnel flow policy, so as to provide reference for the development of talented person in Zhangjiang High-Tech Park. Through comparing the development of High-Tech personnel policy home and abroad, and analyzing the policy of Zhangjiang High-Tech Park, we can find out the relationship of High-Tech Park personnel policy and personnel flow. After that, we will give optimized suggestion to the management of Zhangjiang High-Tech Park. And it has very real and significant meaning for promoting better development of companies in High-Tech Park.
