| In recent years,with the implement of action plans such as "Made in China 2025",all walks of life have begun to accelerate the process of industrial development and innovation,and the demand for skilled talents have also increased.However,through the analysis of the current situation of talents,it can be seen that there are still problems in building skilled talents:The first problem is that the total number of skilled personnel is insufficient,and there is an imbalance between supply and demand,making it difficult to provide enough talents support for national construction and industrial innovation;second,the overall quality of skilled personnel is not high,highly skilled talents account for only 6.5% of the labor force.The talent team structure needs to be optimized.In order to solve the above imbalance problem,the state subsequently enacted a series of policies to increase the cultivation and construction of skilled talents.For example,the 14 th Five-Year Plan proposes to vigorously strengthen vocational education,etc,all of which reflect the state’s focus on the construction of skilled personnel.Based on this,the general research direction of this paper is determined.After reviewing the literature,it is noted that there are few empirical studies on the relationship between policies and individuals and the group of skilled talents.Therefore,this article combines the above and selects skilled talents as the research object to study the relationship between policy and individual job satisfaction,in order to optimize government policies and provide relevant and feasible management suggestions for the construction of qualified personnel.This study was carried out in two stages.Firstly,an empirical study on the relationship between policy and individuals is the main content of this study.Consult and study relevant literature,straighten out the logical relationship between skilled talent policy,individual policy perception and job satisfaction,construct a theoretical model,make theoretical deduction based on existing research,and then refer to mature scales for formulating questionnaires.After the scale distribution,using SPSS software combined with regression analysis method and Bootstrap mediation effect method to process and analyze the recovered data.The result shows that:(1)Supply-oriented,demand-oriented and environmental-oriented policy under the policy dimension all have a positive impact on the perception of skilled talents and job satisfaction;(2)Policy perception of individual plays a mediating role in the relationship between policy and individual job satisfaction,(3)Supply-oriented policy and environmental-oriented policy have a greater impact on individual policy perception and job satisfaction,while demand-oriented policy have less impact,which verifies the hypothesis proposed in this paper.Secondly,this article conceives an analysis part of the policy texts,which is an extension and a complement to the empirical results.By summarizing the status quo of policy enactment,on the one hand,existing problems of policy enactment are found and empirical results are verified retrospectively.On the other hand,supplemented by empirical results,it offers relevant suggestions for government to optimize the distribution ratio and internal structure of the three policy tools.Make sure that the distribution ratio of major policy tools is more scientific and rational,the internal structure is more focused and feasible.The policy text part mainly starts from the perspective of the government and based on the Policy Instrument Theory,codes and analyzes the content and elements of the policy.The result shows that: there is an imbalance in policy distribution that focuses on supply-oriented and environment-oriented,whereas less on demand-oriented.Combined with the empirical results,demand-oriented policy also has a certain impact on individuals.At the same time,according to the Policy Instrument Theory,only by using three tools in a balanced way can policy play a greater role.Therefore,in future policy formulation work,government should further optimize the delivery ratio of the three policy tools and appropriately increase the proportion of demand-oriented policies.This article combines empirical research and analysis of policy texts,starting from the point of view of individuals and government,examines the utility of policies for individuals and the existing problems of policy enactment.To some extent,it can provide suggestions for the optimization of government policies,help train qualified personnel in the new era and expand new ideas for management-related research. |
