With the further development of economic globalization and revolution of science and technology accelerates, the talent resource competition has gradually evolved into the competition of the talent environment, it is to attract and cultivate talents, promote economic development plays an important role, the research and construction of the environment is becoming more and more is paid attention to by the parties. High-level personnel to lead innovation and high-level personnel to introduce environmental construction is the guarantee of innovation drive, is the guarantee of development, as well as the guarantee for realize China’s dream.Park as China and Singapore flagship project of cooperation between the two governments, since officially launched in May 1994, after 20 years of development, has realized the countryside to the city form, industrialization in the early stage of industrialization back giant leaps. At the same time, we also found that with the great improvement of the hardware foundation, industry development environment, regulatory environment of legal system, public service environment as the main body of high-level talents environment needs further improvement, the next five to 10 years park high-level talent introduction environment will directly affect the park in the region of the Yangtze river delta development momentum. How to clear a high-level talent introduction of the connotation of the environment? The present situation, high-level personnel how to evaluation? Problems which park of high-level talents environment, how to improve? The above is this paper in order to clarify and solve the problem.First, this paper expounds the connotation of high-level talents, talents environment, and combing the relationship between the two and mutual influence, high-level talents under the new situation is discussed and the interaction between economic development and social progress, learn from the experts at home and abroad for high-level talent, talent environment and their mutual relations theory essence.Secondly, this article is in reference on the basis of predecessors’ research results, the comprehensive analysis of high-level talents environment problems and the elements of suzhou industrial park of city characteristic and the development course, according to the principle such as the scientific, systematic, comprehensive, formulated the high-level talent introduction environment comprehensive evaluation index system. Evaluation index by the economic and industrial development environment, legal regulation and policy environment, public service environment, social and cultural environment, innovative entrepreneurial environment of the five primary index, primary index consists of 15 secondary indexes. And according to the above indicators on park’s existing high-level talent introduction analyzes the macro environment, and the foreign developed cities and domestic advanced areas are vertical and horizontal comparative study.Finally, the article discussed according to the analysis results, analysis of the suzhou industrial park, failure to form a high-level talent accumulation effect, policy competitiveness, high-level talent market maturity is not high, the public service and supervision the lagged the four major problems. And puts forward the efficiency drive toward innovation drive, homogeneous competition to the coordinated development of economic cooperation pattern, open to talent ecological environment construction cooperation mode 3 points such as effective countermeasures.
