"villages" Social Security Operation Analysis And Countermeasures

In the process of urbanization, social security in urban villages which has become a social problem is more concerned in recent years in our country, and, under the guidance of related public policies, many areas have done some effective attempts and achieved certain results, but there are still a lot of problems during its implementation. Based on this, this study, on the basis of in-depth analysis on previous studies and the history and reality of social security in urban villages, under the context of China's rapid urbanization, the transformation of the economic system and a harmonious society, with the social justice theory, harmonious society theory and poor social power theory as the theoretical premise, and by use of the knowledge of multi-disciplines and system approach, firstly, analyzes some drawbacks of models of social security in urban villages noting that social security in urban villages should be based on China's urbanization and villagers' development, and build a dynamic mechanism concerning about social security in urban villages, including economic growth, urbanization, the need of villagers, communities' harmony and the government's intervention; then, carries out a systematic empirical analysis and reflection on the operating plight of social security in urban villages combining some cases, pointing out that, in the process of social security in urban villages, there are many stakeholders playing interests game, defects and discriminations of institutions or policies, and the problems that villagers lack social cognition towards social security and go the adverse selection, which seriously affect the positive operation of social security in urban villages; finally, puts forward some suggestions, that is, build a scientific and effective interest coordination mechanism, optimize the land-for-security policy and its supporting measures, establish a scientific and effective achievement check-up system and create a reasonable mechanism that develop villages' sense and abilities of participation.
