With the development of education nowadays, the quality of education has become an international defenition and theme, while at the same time, the educational evaluation is now considered as a priority field and an important method for the reform and development of education. However, with different kinds of theories, models and methods, it is the urgent topic that how to develop educational evaluation and how to build up an educational evaluation framework which is suitable for the country itself.Centered with the historical changes of educational evaluation framework in China, the research analysis its background, basic organization and characters. Taking Shanghai Educational Evaluation Institute as a typical example, and comparing with the advanced experiences abroad, the research points out the theoretical analysis of the changes and innovation of educational evaluation framework in China, and make some suggestions to its future development.The writing of the thesis is based on a great quantity of materials and theories of educational evaluation home and abroad. While in the time of ecnomic globalization and education internationalization, it is clear that China has to face serious chanlleges of the quality and evaluation of education, and build up an educational evaluation framework which matches the international way and country condition, so that the quality of education will truly be assured and improved.
