The intention of school culture construction under the New Curriculum reform is to find the driving force to promote the New Curriculum Change and provide suitable condition for its development. With the process of New Curriculum Change is in the implementation, we realized that there exists close correlation between curriculum change and school culture. The new curriculum contains new culture and its implement will lead to the cultural change in school. The good school culture is necessary to support the realization of basic ideas in new curriculum.Under the headteacher responsibility system in the Elementary Education System the headteacher is the leader, manager, decision-maker, and on the charge of the duty of school culture construction. With the fast developing process of specialization of headteacher, the ability of the headteacher in school culture construction has become an important standard. How to improve the ability of the Headteachers in school culture construction has become a pivotal factor, which has challenged many headteachers.This thesis using the literature analytic method, the observation method, visitation method, the case analytic method and so on, and with the knowledge of organization theory, culture theory and communication theory, to inquired the correlation between the implementation of new curriculum and school culture, analyzed the essence of curriculum change, explored some practice strategies to shape the quality school culture which is compatible with the new curriculum.
