As the theories and practices of ICT for teaching and learning more and more comprehensive, the focus on technology has changed from the development of hardware, software and resources to the effectiveness of technology used in school and classroom which means the effect, efficiency benefit of ICT for instruction. Nowadays, e-Education characterized by widely used ICT has been the main practice tendency for the innovation of classroom instruction. Therefore this dissertation is aimed at discussing and analyzing the effectiveness of technology used in school and classroom of slof in China.It has been found through research that over the past 20 years of ICT teaching and 10 years of computer supplementary teaching, Shengli education has achieved a great deal in the construction of hardware, software and other aspects. I has possessed a very good environmental resource and a technical service system which can support its schools to carry out ICT classroom teaching. It has set up a contingent of backbone teachers with high technology, open ideas and great achievements and a fine applied atmosphere of ICT has been formed. On the whole, the schools of Shengli Oilfield have basically completed their construction task in ICT work .The focal point of the ICT work has transferred to application. Some advanced schools have entered effective applied ranks. Though the ICT level and ideas of most school teachers in Shengli Oildfield are still in a developing stage of acceptance and adaptation, some excellent backbone teachers have reached a ligh-level stage in understanding and bringing forth new ideas. So inferences can be drawn from the above: the ICT work in the schools of Shengli Oilfield has entered a crucial stage; to raise totally the level of ICT classroom teaching in the schools of Shengli Oilfield (transfer from application to effective application) is the difficult point as well as the main point of the work of top priority.Some conspicuous problems have been shown through investigating research: the weakening in the area competitive power in excellent classroom teaching; the present loss of the leading position of ICT teaching; the unbalanced and incomplete-set construction of information research; the lag of the backbone teacher-training, the shortage of training to all teachers and limited actors.Aimed at the present situation and combining my over 20-year working experience and positive results of research, I put forward the following suggestions: Guided by systematic theory and the idea of scientific development and setting up the aim at promoting the development of our Shengli education, we must strengthen our ICT planning and co-operation of every unit. We should have a group of ICT expert leaders and foster the idea of strong units co-operating together. Only in this way, can we re-establish our leading position in areas.
