With the constant deepening innovation of new curriculum, modern education is undergoing an fundamental change from educational idea, content to mode, etc. While the key to success of curriculum reform lies in the level of teacher's professional development and ability. To promote regional teaching and research development and to improve teachers'professional quality, trainers in Colleges for Teachers' Continuing Education should carefully take new ways of improving and innovating teacher training into consideration, aiming at meeting the requirements of the times in the face of current changes. This thesis took junior English teachers'research and training of Minhang District as a research case. Through questionnaires and interviews, such existing problems have been figured out as the lack of study on teaching materials and methods, lesson guide of experts leading style, theme-based teaching and research during school-based research and the weak of leading roles, etc. in the process of teaching and research development and promoting new curriculum. To solve these problems, "partnership cooperation"-based practical explorations on teaching and research section development have been put forward. The "partnership cooperation" group consisting of trainers and some subject specialists stay at a school and study ways for developing teachers'phronesis through theme-based teaching and research. Some theme-based teaching and research activities, such as "unscrambling teaching materials and integrating teaching contents; disecting lessons and improving teaching processes; focusing on problems and reflecting on teaching behaviours" have been developed, which lead teachers to explore teaching materials and approaches; We have held such professional training as "training English teaching and research section leaders and improving the management capacity" in order to promote leaders' abilities; We have also united "partnership cooperation" groups and held activites like "interactiving and sharing and innovating teaching and research culture". The "partnership cooperation" has the real significance in widening the ways of teacher training and promoting district teaching and research section development.
