International education development cooperation makes a great contribution to the development of global education, especially to those developing countries and regions. Teacher is the practitioner in education reform, also the key to the development of education. In the past twenty years, with the support of many international aid programs, finally, Ugandan has established a relatively complete system of teacher education. Under the framework of the China-Africa Cooperation Forum, China has also been expanding its educational aid to Africa. There is still much room for improving the effectiveness of aids. Based on these facts, this paper tries to illustrate the development history, current condition, charters and the trend in the development of the international development cooperation programs in Uganda’s teacher education. Moreover, for promoting the sustainable development of the project and providing experience and reference to the effective international development cooperation in education, it analyzes the results of these programs, also summaries experiences and lessons of these programs with the study of the representative cases.The paper consists of four parts. The first part presents the macro background of the international development cooperation in teacher education. It includes social and economic development status in Uganda, the structure, management and finance of education system, and the performance of the education system.In the second part, it describes the current situation of teacher education in Uganda. It includes the structure of teacher education system and teachers’ qualification. At the same time, it analyzes some problems in Uganda teacher management mainly on teacher recruitment and configuration, career development, compensation, and absences, etc.The third part is the introduction of the international development cooperation programs in Uganda teacher education. First, it clarifies the process and the general situation of international development cooperation teacher education in Uganda, and then focuses on some programs with great influence. Such as the "Teacher Development and Management System" that supported by the United States Agency for International Development(USAID), the "Secondary Science and Mathematics Teachers’ Program "led by Japan International Cooperation Agency(JICA), Irish aid for teacher training in Karamoja and Universal Post Primary Education and Training Program supported by World Bank.In the last part, it summarizes the achievements, experiences and lessons of the international development cooperation in Uganda teacher education. First of all, it expounds the outcomes from two aspects:the establishment of Uganda teachers’ education system and the improvement in the capacity of teacher education. Secondly, it summarizes the successful experiences of international development cooperation programs on Uganda teacher education from four aspects, which are institutional reform of recipient countries, ability construction, targeted and relevant aid programs, and coordination and division of labour between partners. Finally, it analyzes the lessons of the programs from the ability construction and the development of the recipient countries.
