Teacher Action Research has now received widely recognition and love of primary and secondary teachers, many teachers have carried out their own action research. However, due to the understanding to the nature and implementation of action research still existing serious errors, they did not meet the anticipative effect. The paper investigates the process of action research for primary and secondary school teachers, looks for the confusion and problems which those teachers encounter, combines with the background of national currently reform of primary education, analyzes the problem with attribution analysis, and finally presents to the corresponding solution strategies, which promoting educational action research towards a brighter direction for primary and secondary teachers.The paper selects 100 primary and secondary school teachers of X City as an interview survey object, which tracks the entire process of action research. The research starting from four dimensions, which including external research conditions of teacher, research awareness of teacher, the theoretical interpretation of action research and the actual operation of teacher action research, examines the universal problems of primary and secondary school teachers in the action research. Through the survey found that there are four aspects problem in the action research of primary and secondary school teachers. That includes the lack of the necessary policy support and incentives, lack sufficient self-awareness and the internal needs of teachers, lack theory reserves, proper guidance and training. To solve the above problems, this paper from both internal and external aspects to find the causes, which include the internal reasons for the relatively backward ideas, lack of self-development and motivation, lack of self-management and self-learning ability three aspects, external causes including school education and research system is difficult for the actual service, to become teachers of error-oriented research, the lack of an active and healthy research culture in schools, its own drawbacks three aspects.Action Research requires turning research result into action and focuses on solving practical problems, which is engaged in teaching and research in primary and secondary teachers in the most effective method. Aiming at the universal problems which appearing in action research for primary and secondary school teachers, the paper puts foreword five strategies, which including encouraging teachers to establish a new teaching ideas firstly, stimulating their inherent power in action research secondly, establishing the teacher training system and the content which adapt to action research with teachers, and enhancing the understanding of teacher action research content thirdly, improving the status of the actual operation and strengthening the primary and secondary school teachers in collaboration with foreign researchers fourthly, and forming an active and healthy research culture in schools and establishing an evaluation system corresponding with teacher action research finally.
