Rural primary and secondary school teachers are an important force in our teaching troop, which play a fundamental and crucial role in rural socio-economic development,"the science and technology education promoting agriculture"and the rural spiritual civilization construction . Construction of a high-quality teacher troop in rural areas plays a great role not only for the modernization of agriculture and farmers ,as well as the sustainable development of rural education , but also to improve the quality of the whole nation .It's also important for the process of socialist modernization with Chinese characteristics and Chinese Education's Sustainable development. There are a large number of rural teachers in the north of Jiangsu Province, whose quality level not only determines the rural areas even the whole province education quality , but also determines all kinds of rural talent cultivation and growth. Therefore, to study the potential problems in the construction of rural teachers in Northern Jiangsu and seek positive and effective measures is not only an important theoretical issue, but also a great practical issue with real significance. This article presents the main problems in teachers of primary and secondary schools in rural areas, and analyzes its causes. Finally the author tentative proposes appropriate countermeasures through the investigation in Jinhu County and extensive literature , comparative studies. Specifically, it is divided into three parts besides the introduction .The first part focuses on the main problems in this local rural primary and middle schools teaching staff , mainly including the age to get older, the prominent teacher to drain serious, lacking of specialized quality ,the prominent contradictory between constitutive property to be short and constitutive property surplus. The second part analyses the problems and explores the causes of these problems, such as shortage of funds, uneven distribution of resources, rigid personnel management system, mere formality continuing education and so on. In the third part ,according to the problems and causes, the author proposes the basic countermeasure to strengthen this local rural primary school teachers troop construction , including expanding the rural education funds investment, speeding up the layout adjustment, deepening the personnel system reform, strengthening the teachers on-the-job training , and so on.
