Rural compulsory education has been widespread concentrated by whole society especially by teaching staff under the environment to promote the balanced compulsory education development decade. Although our Party and State made a series of initiatives to promote the development of rural compulsory education, it is still lagging behind, facing numerous difficulties. Throughout the course of school change, education reform shows a scene of outside-inside, micro-macro and surface-depth shift. The signification of education promotion is the positive reform by teaching staff under the opportunity of promotion of various external conditions and development. The motivation of initiative reform depends on teaching staff, the key roles on this reform, their self-awareness and capacity of promotion. However, the rural teaching staff now could not be well meet the reform and development requirements based on their generally lower teaching quality for less training, averagely older age and specialization. Therefore, teaching staff must crack the crux of the professional development in rural areas, promote their professional educational skills to achieve the complete rural compulsory education.In this thesis, case study method is used basic on qualitative research and identify Zhangbaqiu primary school located in Laiwu City, Shandong Province. This school has become a provincial key school within a short four years since 2005 from a locally common school under the leadership of principal Dong Chunling basic on same teaching staff and conditions and terms. This paper presents a whole course of the successful reform in Zhangbaqiu primary school with all files and information collected on interviews, school observation, and literation as well as directly involving in school activities, etc. The first part is research introduction, including dissertations reason, research methods and ideas, the core concepts. The second part sums up the typical characteristics of rural schools and the bottleneck of development is "professional barren" against the adoption of current teaching conditions descripted in three levels of principal, teacher and school. The third part demonstrates the whole process of principals and teachers promoted from "professional barren" to "professional consciousness" including ways, means and changing during the whole process. The fourth part analyses the successful progress of the sample to reach the subject, the future route of school reform is promotion form "professional barren" to "professional consciousness". "Professional consciousness" and the mechanism of changing in rural school together with educators'professional quality determine the form of routine and mechanism in school reforming.
