Low quality, weak competitiveness are the main features of migrant workers. Education and training is the critical path to enhance the value of human capital and overall quality of migrant workers. Education and training of migrant workers showed a "high input but low output" phenomenon for lack of theoretical support. Education and training of migrant workers were analysed from the perspective of governance theory, mainly concentrate upon mainstay, the relationship between them and positivity of migrant workers.Many defects were found in the education and training system of migrant workers in A province, including absence of training subjects, limited interaction between them and poor involvement of migrant workers.The absence of training subjects was focused on the passivity of enterprise in training and the default of the third organization; Limited interaction among training subjects was concentrated on the uncoordination of the setting up of training content in school, the teaching theory disjointed with practice and vague obligation of training subjects; The participation of migrant workers was conditioned by training costs, time, content, site and other multiple factors.These problems should be solved as follows based on governance theory:1.Holding training independently by enterprise and the third organization should be encouraged; 2. "Labor Training Ticket" should be provided to migrant workers by government; 3.The long-term and effective network of training must be build; 4.The structure of training should be optimized and teaching theory should be jointed with practice; 5.Incentive mechanism for peasant-workers may be built. The governance structure of migrant workers training could be optimized and the effect of training could be improved by ways of diversification of training subject, interaction and consultations of them and varied the forms of training, and so on.
