Protecting the rights and interests of migrant workers’ remuneration is of vital interest to the majority of migrant workers.The event of unpaid wages of migrant workers is not only the focus of social attention,but also the focus of the Party and the government.The central government has issued a variety of documents to give clear instructions on the comprehensive governance of migrant workers’ unpaid wages,and has formulated a number of laws and policies to provide institutional guarantee for the governance of migrant workers’unpaid wages.At present,the phenomenon of unpaid wages of migrant workers has not been completely solved fundamentally.Although the problem of unpaid wages is managed every year,the phenomenon of unpaid wages occurs every year,and the problem is still serious.Doing a good job for migrant workers and ensuring timely payment of their wages are related to the livelihood of migrant workers’ families and social stability.Therefore,how to form a long-term governance mechanism to root out migrant workers’ wage arrears so as to continuously strengthen the foundation of root out migrant workers’ wage arrears is a problem that governments must pay attention to,and also a challenge to build a service-oriented government.Based on this,this paper takes J City as the main research area and takes the collaborative governance theory as the basic framework.Through literature research,comparative research,questionnaire survey and case analysis,this paper explores the advantages of multi-subject collaborative governance of migrant workers’ unpaid wages and analyzes the current difficulties in the collaborative governance of migrant workers’ unpaid wages in J City.Taking the government,enterprises,social organizations,migrant workers and social media as the core subjects,this paper investigated the current situation and participation of migrant workers in the collaborative governance of wage arrearage in J City,and found that the current governance model of wage arrearage has problems such as insufficient participation of multiple subjects,unclear definition of rights and responsibilities,insufficient cooperation and insufficient positive guidance.By analyzing the problems existing in the process of participation of each subject,and then deeply analyzing the causes of the problems,we should further pay attention to the balanced development between multiple subjects and the information exchange and active participation of multiple subjects,so as to jointly break through the dilemma of the collaborative governance of migrant workers’ unpaid wages in J City and form the advantages of collaborative governance.In view of the current peasant workers wage arrears and collaborative governance dilemma in J city environment,from set out actually,with an eye to the future,this paper is devoted to the proposed collaborative governance mode,plural subject,multifaceted,multi-level analysis of multivariate main body participation in peasant workers’ back pay management status quo of interactive relationship and interaction,to scientific,unified and information into a direction,This paper puts forward the conception of multi-main body cooperative governance model of migrant workers’ unpaid wages and prospects it.
