With the continuous development of industrialization,agricultural modernization,information technology and urbanization,many rural labor force transfer to the city.The new generation of migrant workers born after 1980 have gradually become the backbone of the migrant workers,and also gradually become an important part of modern industrial workers in China,which is of great significance for the development of China’s economy and modernization.However,only when migrant workers get a stable job can they take root in the city.In recent years,the market demand for migrant workers is very strong,but there has been a structural unemployment problem,which slows the pace of migrant workers’ transfer to the city.It can also be seen that because of the lack of education and training for migrant workers,migrant workers’ vocational skills are not strong,their comprehensive quality is not high,and they can not adapt to the rapid development of economic society.Based on the above background,this article takes the employment training of the new generation of migrant workers in Yan’an as the research object,and explores the situation of the employment training of the new generation of migrant workers through field research.In the specific research process,based on the public goods theory and human capital theory,the current situation of employment training for new generation migrant workers in Yan’an City was studied,and the problems were analyzed from three aspects:new generation migrant workers,government and training institutions,including the new generation The participation rate of migrant workers in training is low,the enthusiasm for training is not high,the government does not invest enough in training funds,the training supervision is insufficient,the training institutions are not targeted for training,the teachers are insufficient and the training promotion function is insufficiently reflected.Then it analyzes the reasons for the problems,including the deviation of the new generation of migrant workers’ perception of employment training and their weak ability to bear training costs,the government ’s unclear understanding of the importance of employment training,the single source of training funds,and the incomplete training supervision and evaluation mechanism There is information asymmetry between training institutions and migrantworkers,the teacher management system is imperfect,and employment training is out of touch with market employment information.In addition,it also draws on the advanced experience of the new generation of migrant workers’ employment training in other provinces and cities in China,and draws some inspirations from it,and then proposes to strengthen the emphasis on employment training,improve the financial input mechanism for employment training,and improve employment training from the government Supervision and evaluation mechanism,implementation of dynamic adjustment mechanism on employment training,strengthening the connection between employment training and employment information,and improving the management system of teachers and other countermeasures.
