High school education is the last stage of elementary education, which links elementary education and higher education. High school education is also highly related to the improvement of a nation's population quality. Chinese government has long stressed the importance of high school education, which helped its gross enrollment rate climb steadily from the 1990s. Yet, with the increase in enrollment rate, though all parties have made efforts, the financial help high school students need has attracted far less attention than that of compulsory education or higher education. On the other hand, because high school education doesn't belong to compulsory education, the government hasn't established a subsidiary system either. Subsidiary system for high school students is generally vacant, and the students are generally a forgotten group in the social subsidiary system. This thesis used the national high school student financial assistance data and empirical investigation in Anhui Province as a sample to analyze the current high school status and problems of student financial assistance, and finally put forward normative policy recommendations.This theoretical reference system for the financial and social governance of education theories, In other words, with human resources theory of education to prove the need for secondary education funding, the sharing of educational costs theory to design high school education funding system in fiscal sharing, the small government theory to provide future direction for high school funding system.The research method is mainly in the form of data analysis and survey methods: literature review and data analysis through the whole high school students to grasp the status of funding and problems; and then select representative areas of Anhui Province with a questionnaire survey to obtain the province high school education funding system for collecting more reliable information. In respect of the nature of the research methods, data collection, survey and analysis are empirical analysis, and the final policy recommendations are normative.The conclusions of this thesis is divided into two, One is through the data of high school students funding,The main conclusions are:Government funding for high school students to the major sources of funding, while social support has been declining channel; From various regional terms, laid down the central student grants is far below the level of the eastern and western regions; Compared with other levels of education, laid down the general budget for high school students were the proportion of student tuition fees are too low, causing high proportion of family burden. The second is through the analysis of survey data, The main conclusions drawn are as follows:High School Students in the primary sources of education spending is more single; The proportion of students receive various types of funding and levels are low; Award-type financing and assistance type funding is not strictly, and distinguish outstanding is an important condition for eligibility for assistance.Finally, the normative recommendations are mainly:First, to clarify the central government and local governments, local governments and schools share responsibility for student financial assistance;Second, promote the diversification of the path of social assistance; Third, high school funded the establishment of monitoring and promotion mechanisms.
