In view of the whole education system, higher vocational education has become an integral part of the Higher Education. Vocational education has improved the structure of higher education. Higher vocational education has played and will continue to play an active role in higher education popularity. The work of higher vocational education has been highly related to the quality and quantity of social skills, has influenced the effectiveness of continuing-education and training system in the society, has determined the life-long learning process. However, higher vocational education has gone with many problems as follows:Training objectives is generic, the course management model is rigid, the teaching management model lacks flexity.In response to these problems, proposal to build the higher vocational personnel training mode has been given. Firstly, Higher Vocational Education training objectives should be demand-driven, competency-based and diversified; Secondly, curriculum management model should be enriched, flexible, and rational; Teaching management model should make sure that teaching plans keep updated, teaching methods combine theory and practice, and teaching evaluation is comprehensive.The main problems and proposal listed in this essay can help higher vocational institutions to make scientific personnel training model, also can give suggestions to educational and administrative departments in the process of formulating decisions.
