Vocational education and socio-economic development most closely, it trained thousands senior technical personnel of first-line production, construction, management, service, to solve the employment, and promoting regional economic development. Since2006, in order to optimize the environment of reform and development of higher vocational education, and strengthen its reform process, enhancing the degree of social concern and influence, the central government constructed100countries exemplary vocational colleges.Vocational education training model is the focus of policy makers, school subjects and researchers, it related to the higher vocational institutions "to cultivate what people’s problems" and "the problem of how to train people. The successful experience of developed countries in the vocational education training model is a reference to our country. In recent years, China’s vocational colleges also explored the talent training model usefully. The paper is based on talent’s training mode theory, it analyzed personnel training mode as a system category and also is a combination of elements in the personnel training process. These elements are the fundamental of training mode, judging from the construction project of national demonstrative higher vocational colleges, some of elements are base, including:training standards, curriculum system, training methods, the teaching operation mechanism and the teaching organizational form. These five elements not only play their function independently, but also have a close relationship. Changing any element will lead to the change of the model itself.In this paper, combining the theoretical research and research method, through a survey of four national demonstration vocational colleges personnel training mode in Heilongjiang Province, it discusses the four institutions in personnel training mode does have some exemplary role and there are also areas for improvement. To this end, it is necessary to continue to explore the construction of Heilongjiang Province exemplary vocational colleges training model. The paper draw lessons from thinking of companies building a product brand to build a talent brand, because the brand marks differentiated products and services, to be able to display the national exemplary vocational colleges’advantage. Proposed the corresponding countermeasure is creating a boutique training model, building talents brand. The implementation of the approach is based on the training model system contains elements construction. Positioning the target of training talents, professional setting reasonable solution based on the key concept of "work process" professional competence "cultivate what kind of person" to build curriculum system, based on the concept of "work process" Cultivation diverse, good teaching running machine production of protection, teaching organizational form is a flexible solution to "how to train people".
